The Complaint alleged that in August 2016, Judge Turner allowed Rhonda Crawford, a former law clerk/staff attorney for the Office of the Chief Judge of the Circuit Court of Cook County to wear her robe, sit on the bench, and adjudicate traffic ticket cases assigned to her at the Markham Courthouse.
